When Policy Stops Serving People

A reflection on the gap between what a policy promises and what people experience.

The paperwork can be complete. The person can still be stuck.

A policy can have all the right headings, a clear approval process, and a place for every signature. That doesn’t tell us whether it helps the person who needs it.

I keep coming back to that gap. What happens when somebody follows the process and still has nowhere to go? Who takes responsibility when the referral has been made, but the service isn’t available?

We can spend a lot of time asking whether somebody qualifies. Sometimes we need to spend more time asking whether the rules make sense.

I want policies that make responsibility clear, give workers practical direction, and leave room to respond to people’s actual circumstances. That means listening to the people using the system, including the people who gave up trying.

When a process repeatedly leaves people without help, that tells us something about the process. We need to be willing to look at it.

The system has policies. We have people.
